In practice, it enables a professional to navigate solicitation rules, competitive bidding thresholds, vendor eligibility, conflict-of-interest provisions, and audit requirements with confidence, ensuring that purchasing decisions withstand legal and financial scrutiny. It matters because missteps can trigger protests, disallowed costs, or reputational harm, while sound application protects public funds and promotes fair competition. This skill typically shows up in drafting compliant RFPs, reviewing contract terms, advising internal stakeholders, and responding to auditors. Maintains audit trails, posts required public notices, recognizes protest and debarment basics, and escalates non-routine compliance issues to senior staff.

Independently manages solicitations across sealed bidding, negotiation, and commercial item acquisitions, selecting contract types and clauses aligned to FAR, state code, and 2 CFR 200. Applies TINA, Buy American, prevailing wage, and set-aside rules; assigns NAICS codes; screens for debarment; and drafts sole-source justifications and modifications. Coordinates DCAA audits, responds to protests, prepares contracting officer decisions, and documents CDA claims and corrective actions.

Advanced

Leads complex acquisitions spanning multi-agency, federal-grant, and public-private arrangements, reconciling conflicting jurisdictional rules and structuring IDIQs, OTAs, and incentive vehicles. Designs best-value source selections, authorizes deviations, and drafts protest-resistant solicitations. Directs fraud investigations, audit response, and suspension and debarment actions; negotiates subcontracting goals; and shapes settlement, BCA advocacy, and termination defense strategies across high-value portfolios.
